For fourteen years, the London Weighting allowance for BT and Openreach employees has remained unchanged. During that time, almost everything else has become more expensive.
Rents have increased. Mortgage repayments have risen. The cost of travelling to work has climbed year after year. Household bills, food and everyday essentials now take up a far greater share of workers’ incomes than they did when London Weighting was last reviewed.
Yet despite these changes, the allowance intended to recognise the additional cost of living and working in London has stood still.
For thousands of BT and Openreach employees across the capital and surrounding areas, this isn’t simply a number on a payslip. It affects everyday decisions about where they can afford to live, how far they have to travel to work and how much of their income remains once essential bills have been paid.
Many members are now commuting longer distances because living near their workplace has become unaffordable. Others are watching more of their wages disappear before they have even budgeted for food, heating or supporting their families.

This is About Fairness
The London Weighting Campaign is not asking for special treatment.
It is about recognising the genuine additional costs faced by people who live and work in one of the most expensive regions in the United Kingdom.
A London Weighting allowance should reflect today’s economic reality—not the reality of fourteen years ago.
Building a Stronger Campaign
In response, the CWU London Regional BT Committee, working alongside Capital Branch, Greater London Combined Branch and South London, Surrey & North Hampshire Branch, has launched a coordinated campaign to place London Weighting firmly back on the agenda.
Our campaign is bringing together independent research, cost of living analysis and, most importantly, the experiences of BT Group employees.
Through surveys, member stories, political engagement and public campaigning, we are building the strongest possible evidence base to demonstrate why a fair review of London Weighting is long overdue.
Why Member Participation Matters
The success of this campaign depends on the voices of the people it represents.
Every completed survey, every shared experience and every conversation helps strengthen the evidence presented to BT and Openreach, policymakers and stakeholders.
The more members who participate, the stronger the case becomes.

Looking Ahead
London Weighting must not become an afterthought in future pay discussions. It should form a central part of negotiations that recognise the financial realities facing BT Group employees across London and the South East.
After fourteen years without a meaningful review, members are rightly asking for action.
This campaign exists to ensure those voices are heard.
